Filing and Paying Income Tax Returns for Individuals Using the Offline eBIRForms Package

The Electronic Bureau of Internal Revenue Forms (eBIRForms) was developed primarily to provide taxpayers with an alternative mode of preparing and filing tax returns that is easier and more convenient. The use of eBIRForms by taxpayers will improve the BIR's tax return data capture and storage thereby enhancing efficiency and accuracy in the filing of tax returns. Through the use of the downloadable eBIRForms Software Package (also known as the Offline Package), taxpayers and Accredited Tax Agents (ATAs) will be able to fill up tax returns offline and submit it to the BIR through the Online eBIRForms System.



Offline eBIRForms Package


The Offline eBIRForms Package is a tax preparation software that allows taxpayers and ATAs to accomplish or fill up tax forms offline. Instead of the conventional manual process of filling up tax returns on pre-printed forms that is highly susceptible to human error, taxpayers/ATAs can directly encode data, validate, edit, save, delete, view, print and submit their tax returns. The package can do automatic computations and has the capability to validate the information encoded by taxpayers/ATAs. After filling out the forms in this package, taxpayers/ATAs can submit it to the Online eBIRForms System.

Filing eBIR Forms Offline


BIR created the offline eBIRForms package since their website often crashes.


To file your taxes offline, follow these steps:

  1. Install the downloaded Offline eBIRForms Package v7.7.

  2. Look for the eBIRForms icon on your desktop and open the installed software.

  3. Then, type in important background information, such as: - TIN - RDO Code - Line of Business - Full Name - Address - Zip Code - Phone Number - Email Address

  4. Select the type of BIR Form you want to fill up (ex. BIR Form 1701A - Annual Income Tax Return)

  5. Click the 'Fill-up' button to continue to the next screen.

  6. The BIR Form you choose will now appear.

  7. You can encode the information asked by the BIR Form. You can also delete wrongly entered information if needed.

  8. Next, go to the computation part of the software. Just input your income on the "Taxable Amount" portion and the tax you need to pay for the current period will automatically appear.

  9. Click save and validate.

  10. Once validation is successful, you can print 3 forms to be presented at Authorized Agent Banks (AABs). Then, go back to the previous page for the software to submit your form to BIR with the email address you encoded earlier.

  11. Once you receive a confirmation email, you are ready to pay.

If the computed taxable amount is:

  1. With tax due/payment - after filling-out the return, submit the return online, then print the return and the Tax Return Receipt Confirmation sent via email from the BIR. File the return, together with the Tax Return Receipt Confirmation with any AAB or to the RCO under the RDO.

  2. With tax due/payment - file the "no payment" return through the Offline eBIRForms Package v7.7 by submitting the return online.

Online Payment of the Income Tax Returns


Online payment options are readily available upon filing and payment of the income tax returns. Online payment can be made:

  1. Through mobile payment (GCash/PayMaya); or

  2. Landbank of the Philippines (LBP) Link.BizPortal, for taxpayers who have ATM account with LBP and/or holders of Bancnet ATM/Debit Card or for taxpayers utilizing PesoNet (depositors of Rizal Commercial Banking Corporation (RCBC) and Robinsons Bank); or

  3. Development Bank of the Philippines (DBP) Tax Online, for taxpayers-holders of VISA/Master Credit Card and/or Bancnet ATM/Debit Card; or

  4. Union Bank Online Web and Mobile Payment Facility, for taxpayers who have account with the Union Bank.

Note: Taxpayers who shall pay their tax due online are required to file the corresponding Annual Income Tax Return (AITR) online through the Offline eBIRForms Package v7.7.
